Under a blazing morning sun that left reporters squinting on the East Front of the Capitol, Representative John Boccieri of Ohio on Friday morning became the latest Democrat to announce that he would support the big health care legislation after opposing the House bill in November.

Mr. Boccieri is a crucial flip for Congressional Democratic leaders. On Monday President Obama visited Ohio to rally support for the legislation in part because of a letter he received from one of Mr. Boccieri’s constituents, a woman named Natoma Canfield, who said she could no longer afford her health insurance. Since sending the letter, Ms. Canfield, who survived an earlier bout with cancer, learned that she has leukemia.
